a cloudy start will make way to a pretty nice afternoon. we'll see a mix of sun and clouds, onshore flow firmly in control of our weather pattern, at least for the next few days. there is a warm-up on the way. the warmer numbers coming up. 6:01, this is when it starts to get busy out there, mike. >> you don't have to tell folks in the north bay. i want to point out the speed sensors and from highway 37 out of novato through san travel. we're showing a couple of minutes honger. but it's not due to fog. a live look show its you we're not dealing with that. but i'll show you where there is showing even as we speck. >> thank you, mike. and thing development in case of bryan stow. police have only identified one suspect but now the suspect's girlfriend is behind bars. marla tellez joins us live at san francisco general hospital with the latest twis in this

saga. good morning. >> reporter: good morning, laura. it has almost been four months since bryan stow was badly beaten outside dodger stadium. he has been here at sf general hospital. the search for the suspects has hit high and lowsment now this is a new development is the main suspect in stow's beating we know is giovanni ramirez. well, it's miss girlfriend who has been arrested. 26-year-old denise pleaded not guilty charges of possession and trafficking of meth and possessing a dangerous weapon. how this relates to the stow case, how this is relative, los angeles police say denise is a person of interest and in stow's beating. up until her arrest they could not find her. i learned she was arrested

saturday and held in lieu of bail. the lapd considers ramirez the primary suspect in the march 31st beat at donler stadium that left stow with severe brain injuries. ramirez has not been formally charged. he is serving a 10-month sentence. that's for parole violation. his family keeps the public updated on the site, and the latest entry was made yesterday so it's very up to date. his family says he is in serious condition at san francisco general. he's in the ic unit. they say he is showing remarkable signs of progress. on monday the nurse told his parents she went to take his temperature. he opened his mouth so he knows what's going on. his family says, quote, the movement wasn't huge but the meaning was.

laura, coming up i'm going to tell you about a fund-raiser happening tomorrow to support bryan stow. >> that is huge. it's great to hear that. thank you very much. it's 6:03. unsolved workly homicide is giving a boost. the chilean government has added several thousand dollars to the $20,000 reward to find the killers of bravo, a chilean citizen shot and killed during an early morning robbery in september 2010. it was his 35th birthday. he moved to the city who was a graduate. they are described as two african-american males who left in a dark older suv. >> the teen accused of filling an infant says he is not guilty. fabbian entered the me in front of a judge of isaac.

he is suspected of shooting. police think he mistook the family as a rival gang that attacked him. we hill be back to set a hearing date. >> a man will not face the den penalty made at hearing yesterday. a judge has suspended the criminal proceedings until a psychologist can term if he is mentally competent to stand trial for murder. investigators think that wu killed two people because his shop was, he thought, sealing his business. we may learn more about the fatal officer-involved shooting. christie smith joins us live where the board will give a report on the shooting that happened at the civic center station. >> good morning. i checked b.a.r.t.'s website.

the general report on this fatal officer involved shooting is on top of the agenda. i have calls in to part's speak concern but this comes as four separate entee ties whether they acted appropriately in the shooting of charles hill. b.a.r.t.'s chief says that hill, a transient, came after two b.a.r.t. police officers with knives and a los battle and this set off a protest on monday. where at least 75 people delayed the evening commute. bart had to stut the station down temporarily. this is the same groom following the death of oscar grant in 2001999. they want bart police disbanded. b.a.r.t. police didn't arrest anyone on monday but bard is saying they won't take it.

zero tolerance for protests that go on. what bart plans to do is unclear. they are not releasinging details, that protesters could adjust their plans. that is at 9:00 near lake merit. live in oakland, today in the bay. >> thank you. the fight between dog lover and oak pand continues as they haggle for a new dag park. dog owners snapping at each other last night. the issue is some of them want to put a dog park where the city's old police horse stables stand. others think it should be in a more accessible location mainly at the corner of lake sher and mcarthur. that has been in the work for 10 years. >> the work in a park would take up 24% of the existing field at the park. that would leave more than an acre for soccer games and other

sports. >> last night's meeting, in the end the vote was tied so no final decision. campers looking to get out may want to be more careful about washing hands. a high ris hit outside of yosemite. the parks and rec department they say 11 people reported symptoms like vomiting and nausea. a extensive cleaning is under way. dough don't know what that is but they suspect it is norovirus. 6:08. cooler out there. i'm enjoying the cooler temperatures. >> i think everybody-lives inland really is. but of course i don't want to get all folksy and quote hemingway but i will. the longest winter i ever spent was a summer in san francisco. >> you know what, i'm sorry.

>> welcome back. a nice look outside at the golden gate bridge with. traffic appears to be moving pretty smoothly out there. at least you can see the towers this morning. we've had trouble in the past few days with all of the fog affecting the bay area. 6:14. california's proposed high speed trains could make their first stop in the heart of the silicon valley. bob is live at the caltrains station with the latest. >> good morning. san jose was not part of the initial plans for high speed rail. initially high speed rail would be in the central valley and then eventually at a hater date expand out to the major population centers.

there has been criticism over the decision to build the first leg earning the nickname train to nowhere. in a few hours the train authority will reconsider that decision. when the board meets they will talk about extending the first leg to include much larger population centers. three routes under consideration are san jose to bakersfield, merced to palmdale, merced to san fernando valley, those last two routes would be taking the train closer to the l.a. basin. if they choose the san jose route getting to san jose from bakersfield five stops. and then bakersfield, that would be a trip that would take under two hours top speeds of 220 miles an hour. high speed rail would not only connect to silicon valley but to san francisco and sacramento. don't forget you have caltrain which travels to the city and

amtrak's capital corridor which ends in sacramento. a decision on which route won't be made until next year. the board needs to consider which segment would give them the most bang for their buck. the overall plan for high speed rail in california is 800-mile route, a system that would connect northern california to southern california, san francisco to l.a., top speeds 220 miles an hour. very expensive right now, estimated to cost in the neighborhood of $43 billion. only a fraction of that money is secured. reporting live in san jose, bob redell, today in the bay. >> will it happen in our lifetime. we'll see. a new report is out on smoking in california. california department of public health says the smoking rate has dropped across the board. according to the new figures california's adult smoking rate reached an all-time low.

morning, that's going to be easier to break through so this is what we're looking at through the next few days. high pressure in the eastern pacific starts to nudge closer to the bay area. as a result we're going to warm up each and every day, all the way through next week, in fact, all the way through next wednesday and then our temperatures really start to ramp up wednesday, thursday, friday. we're talking about 90s, maybe triple digits back in the bay. enjoy this cool break. things are going to change next week. 57 in concord, 56 in livermore. waking up in the city or headed to the city, still mostly cloudy, but you'll see a few breaks of sunshine at that time. by 4:00, 63 degrees. 3 or 4 degrees warmer as a result of less cloud cover. this is what we're looking at. the south bay, 73 for you and gilroy, 70 in san jose and here is the seven-day outlook.

of people who join. it's super popular spotify is in music. music lovers have been waiting for a long time to hear music here in america. hey, a developing threat to apple and itunes. a few years ago the only way to carry music was to download it. you had to carry the bits around on a hard drive. now that everything is so connected you can listen to live streams with droids and all kinds of devices buying and downloading music kind of old fashioned. you know who is not angry at netflix? money makers, shareholders. they bit, up nearly 3%fulling news netflix would hike rates. customers not so amused. also you won't be able to get "saturday night live." you'll be able to find them on hulu. netflix was able to reach agreement on some shows.

joins us live with the latest. good morning. >> reporter: good morning. bryan stow has been here at sf general for almost two months. he arrived from l.a. back on may 16. his current condition remains serious, still in the ic unit. today another one, the newest development ramirez, the main suspect who is serving a 10-month prison sentence for a parole violation, ramirez's girlfriend has been arrested by the las vegas metro police department. 26-year-old denise pleaded not guilty yesterday to charges of possession and trafficking of meth and possessing a dangerous weapon. los angeles police say denise is a person of interest in the stow beating but up until her arrest on saturday they could not find her. she is locked up in the clark

county detention center. the lapd considers ramirez the primary suspect in the march they 1 beating on opening day that left stow in a coma with severe brain injury. he has not been formally charged for stow's beating as i mentioned the 31-year-old is behind bars right now for a parole violation. since that beating there has been an overwhelming outpouring of support for stow and it continues, tomorrow at a fund-raiser in san francisco, this one is hosted by kfox, held at the ramp, it's a watering hole in mission bay. you can stop by for a drink or how about a chance too rin free concert circuits. this is 3:00 the 7:00 tomorrow at the ramp. all proceeds going to the bryan

stow fund. bine has got son many ris ters. one this week is giants pitcher jeremy affeldt. >> so nice they continue their support. thank you. investigators are trying to identify the body of a man found next to a golf course. a fisherman discovered the body floating on the water next to the course near capital expressway in san jose yesterday. special crews trained for water rescue tried to recover the body. because the scene is at a heavily wooded trail crews had to hike to the area. the coroner will take a few days to perform an autopsy. >> this afternoon a decision in the devastating pit bull mauling case that left a toddler dead and his grandfather in jail. today, a judge will decide if he will spend 53-year-old steven to trial. the of his pit bulls mauled his step grandson when the toddler

followed the shooting of charles hill on july 3 at civic center b.a.r.t. station. the police chief says the 45-year-old came after officers with knives and a bottle, four separate entities are investigating to see if bart police acted appropriately. nearly 100 protesters filled the same station, blocking doors and causing delays. this is the same group that formed after the bart shooting of oscar grant. police didn't arrest any one but they are not going to stand for it. zero tolerance for disruptive protests that go on. they stop short of saying what they are going to do. they don't want protesters to adjust their plans. the meeting at 9 chock on 20th street here in oak hand. christie smith, today in the

bay. >> it's 6:35. the uc board of regeepts meeting is in san flan. they are expected to approve a plan to raise tuition 9.6% above the previously approved 8% increase slated to happen this fall. that means undergraduate students would see more than $1,000 a year increase not including room, board or campus fees. official say they need to hike tuition to offstet $650 loss they had in funding. the move on the heels of the 12% hike that happened earlier. no hike in the temperatures. right, christina loren? >> oh, no. it's going to be another cool day. especially inhand. what a beautiful day even the east bay. our weather will stay nice and comfortable, our weather headline this is morning show you we're going to see a little

thick fog and we are going to see a little drizzle in spots though we haven't had reports of that. so what that means for us is thick fog will continue tomorrow as well. low pressure is in control. that will be the last day, then that marine layer will push back as high pressure moves in. all the way through next wednesday. once high pressure starts to build in we could see dridges as early as next friday. it's going to build in rapidly. it's a strong ridge of high pressure. almost a week out. this is what we expect throughout the day today. mostly clear, the 70s, use that fan just about everywhere across the bay area. temps climb. i'll show that in moments. 56 degrees. 53 degrees in gilroy. i think we'll start to see the clouds break part and the sunshine who the city of san

francisco. 58, mild at that time. you'll probably need a jacket. later on today. we'll see a wfrp factor. the temperature of 63 will feel more like the upper 50s in san francisco. it's going to be a really cool day in the city. 70 in san jose and 73 degrees in gilroy. you can't beat these numbers this time of year. the next couple days there it is the gradual warm-up back to the 80s by monday. by wednesday, getting tosi. i've got more information on the fog and when we're expecting to start to get thick around here. let's check the drive with mike. >> good morning. we'll take to you the tri-valley, livermore specifically, a very nice drive now. it's a 20 minute drive and you see this yellow. that's in the 50s, averaging toward 40s and that's great news for tri-valley. sunol, not showing major

>> a new report released overnight says foreclosures dropped across the country. could be happening for the wrong reason. kristen dahlgren live in washington to tell us more.

good morning. >> hey, good morning, laura. foreclosures falling sounds good, but not so fast. here's what's going on. there were nearly 1.2 million foreclosures filed in the u.s. in the first six months of this year. that's down about 29% from last year, 263,500 were in california, but those numbers can be deceiving when you look at them compared to last year. here's what's going on. banks and lenders are putting off the foreclosure process but some of the banks looking at the glut of homes on the market at such depressed values, and frankly, they don't want to take on more homes at this point that they are going to have to unload for such a cheap price, so a little bit of good news for people who may get to stay in their homes longer or may have a little longer to make good, but here's the issue. about a million foreclosure notices that should have been

filed this year are likely getting pushed off to next year and that could extend the housing slump as those homes then come on the market, some experts say it may not be until 2015, 2016, when those are cleared off. not the greatest news there. >> no kidding. a problem we could see for a while. it's 6:44. a somber birthday celebration for a cal grad still behind bars in iran, more than 700 days after his arrest. shane bauer turned 29 yesterday in iran where he remains in prison with his friend josh fattal. last night love ones gathered for a birthday celebration of sorts in san francisco. iranian soldiers arrested shourd and the two men along the border accusing them of spying. shourd was released in september, she hasn't seen bauer since. >> we're hoping that this is going to be the end of our nightmare and that shane and josh will come home.

we don't feel we can be more devastated than we are but on days like this it brings it home. >> the two are scheduled for a hearing july 31, two years after they were arrested. >> the suspected picasso thief might have a history of taking high-priced items that don't belong to him. mark lugo held in jail waiting to enter a plea on charges he walked into an art gallery and walked out with a picasso sketch. the jersey journal of new jersey says that theft is not lugo's first. he is apparently wanted on charges he stole three bottles of wine from a wine store back in april worth about $6,000. lugo did not appear at his court date. police didn't know where to find him until he popped up here in the bay area. >> all right. something you better hope no one steals. brian wilson's look from the espy awards. have you seen it? he showed up in this.

criticism over building the leg between merced and bakersfield, earning the nickname train to nowhere. in a few hours the high speed rail authority will begin to reconsider that decision, meet to talk about extending the first leg to include much larger population centers, three routes under consideration, san jose to bakersfield, merced to palmdale, or merced to san fernando valley. the last two legs would be taking the train closer to the l.a. basin. if they choose the san jose route you would have five stops to the central valley, gilroy, merced, fresno, kings, bakersfield, getting to the central in under two hours at speeds approaching 220 miles an hour. a decision not expected until next year. bob redell, "today in the bay." >> they have to earn a pretty pen tee make it ñihappen. we'll have breaking news we're following where a burned body was found this morning in north oakland. we'll have a local update for
